In this paper, I tackle the problem of option-unawareness – a condition that may lead a bounded agent to overlook an available course of action. I investigate a deliberation strategy that ensures that an agent had considered every available option that could have been preferred to the one chosen. I find that an agent can become aware of more options by constructing them from the two theoretic primitives – states of the world and consequences. In this way, deliberation can be seen as a learning process through which an agent learns more about her agency.
