Can an Artificial Intelligence ever be a Person with Consciousness and Free Will?

Saudi Arabia awarded citizenship to a robot, and the European Parliament is considering legislation giving some legal rights to computers. Does this make any sense? And what conditions would an AI need to meet in order to be a person with moral rights and duties? Can an AI ever meet those conditions? To begin to answer such questions, I will discuss whether an AI could ever have consciousness and free will and whether an AI can make moral judgments.
