During the Second World War, the hazards to which the population was exposed were greatly increased either as a result of enemy action or of counter-measures taken, such as the blackout. The total nature of the war, particularly the need to maintain industrial output, also ensured that concern for the general health of the population became inseparable from the war effort itself.
