More than any previous armed conflict, the Second World War was a
total war, involving not only the armed forces, but also civilians engaged
in the war economy, who, in addition to suffering the privations of war,
were directly threatened by the bombing of centres of population. The
maintenance of civilian morale was, therefore, considered a vital part of
the war effort, not least because of its direct bearing on industrial
production.
