Rental cost review
At the University of St Andrews, our goal is to provide high-quality and supportive living and learning environments that enhance the student experience.
What is changing and how this was decided
Following a comprehensive review of our residential system involving University officers, University Court representatives, and elected student representatives, we are introducing changes to underpin sustainability, fairness, and improved support for those who need it most.
The review responds to increasing financial pressures, evolving student needs, and the growth of Purpose-Built Student Accommodation (PBSA) in St Andrews. It examined five core workstreams:
- Student experience
- Pricing and affordability
- Capacity requirements
- Services and operating costs
- Private sector partnerships
Rent adjustment for 2026-2027
The agreed rent increase for the upcoming academic year represents a balanced compromise that supports the residential system's journey towards financial self-sustainability and, with the improvements to the bursary, also mitigates immediate affordability concerns.
- To maintain modern facilities and 24/7 support services, rents will increase by 5% for 2026-2027. This remains below private sector rates in St Andrews.
- Rent for Andrew Melville Hall will be brought in line with comparable halls, ensuring fairness across our accommodation options.
Rent setting linked to Consumer Prices Index (CPI)
- From 2026-2027, accommodation fees will be aligned with CPI following local government guidance. This ensures a fair and transparent process, with adjustments between September CPI +1% to a potential maximum uplift not exceeding 6% in total.
Residential Review Board
- A new Residential Review Board, including elected Student Association members, will oversee future changes, ensuring student voices remain central to decision making.
Enhanced financial support from 2026-2027
We are committed to keeping accommodation accessible for all students.
- The Student Accommodation Award will rise from £1,750 to £1,900. This is an 8.5% increase, providing a stronger safety net for those who need it most.
- The accommodation award will be available to more students and more flexibly.
- St Andrews invests over £20 million annually in bursaries and scholarships, and our accommodation bursaries have more than tripled in recent years. This support follows the student, enabling access to the full range of accommodation options.
Why choose St Andrews accommodation?
- Our rents include all utilities, 24-hour student support, 24-hour security services, wifi, parking, and central locations.
- We provide a varied mix of accommodation types and prices, designed to suit different needs and budgets.
- Our system is flexible and student-led, balancing affordability with targeted support.
- Our Halls Life team ensures each undergraduate hall of residence has a dedicated live-in team committed to providing a positive and supportive residential experience. They organise events and social activities, offer drop-in sessions, and provide wellbeing support.
Increasing numbers of returning students are choosing to stay in halls rather than move to the private sector – a testament to the quality, value, and convenience of our accommodation.
