Raymond King of Harwick, England had fished in Norwegian waters for several years in the 1580s near Vardohus and Iceland. In 1584 he received a royal letter from King Frederick II commending him for always having paid the relevant tolls, and allowing him to continue to fish in these areas unmolested as long as he did not abuse his privileges to undertake other forms of trade. However he must have got into trouble after King Christian IV passed a law in 1590 whereby only those with royal passes were allowed to fish and trade around Iceland. In November 1592 Christian IV commanded the baillie on Vespeno that on receipt of Queen Elizabeth's intercession he had decided to release King and restore him his wares. King must have continued to ply his trade as in 1594 he received an open letter of assurance from Christian IV to continue to do so unmolested.
