John Colepepper was a soldier in several continental armies. In 1642 he was made an English Privy Councillor and during 1642-3 he served as Chancellor of the Exchequer. Colepepper advised Charles I's withdrawal to Yorkshire, and presented Charles' ultimatum to the English Parliament. In 1650 he went to Moscow to borrow money form the Tsar, and in 1652 he went to Holland seeking armed support for a prospective uprising in England
