Sir Philip Pakenham was an officer in the Anglo-Dutch Brigade. He was initially appointed a captain in Sir Francis Vere's [SSNE 4876] regiment in 1602. He was promoted to sergeant-major sometime before 1609 and was promoted to lieutenant-colonel in 1611. He served as lieutenant-colonel in Cecil's regiment in the expedition to Juliers-Cleves in 1614. He was promoted to colonel over the regiment on 9 January 1632 and served until 1635 when he was replaced by Thomas Culpepper [SSNE 8166].
