James Dalrymple (1619-1695), first Viscount Stair was both a Scottish lawyer and a statesman. After a varied career as a soldier and legal practitioner, he visited the Netherlands in 1649 and 1650 for negotiations with Charles II. After the Restoration, Dalrymple fled to Leiden in the Netherlands in 1682. He returned to Britain with William of Orange in 1688 when he was created viscount.
