PRO, SP/82/3, SP, 91/9; DNB; G. M. Bell, A Handlist of British Diplomatic Representatives 1509-1688 (London, 1990); Horsey is the probable nephew of Sir Edward Horsey, who lived between 1573-1627. Jerome went to Moscow as a clerk in Russia Company in 1573. He was sent by Tsar Ivan to England to buy munitions of war in 1580. He became esquire of the body to Queen Elizabeth. In 1585 he was sent by Tsar Feodor to Elizabeth. He obtained monopoly of trade for the English company in 1587. He was obliged to leave Russia that same year. Horsey returned to Russia in 1590, but was not granted an audience. On his return home, Bell tells us that Horsey reported from Hamburg, but had no diplomatic responsibilities there. He was knighted in 1603 and became high sheriff of Buckinghamshire in 1610.
