Owen Cox was born in England and served as a captain in the English Republican Navy. He was one of several Englishmen with naval experience who took Swedish service in the 1658-60 period. He entered the Swedish admiralty as a major in October 1658, commanding 8 ships. Cox gained promotion to vice admiral on 30/7/1659 in George Ascue's squadron in Öresund. He was ennobled in Sweden on 8/3/1660 but departed soon after on 25/9/1660. He attended King Charles X's funeral procession. In 1661 he bought the 'Rafael' with all its furnishings from Sweden.
