Robert Southwell was the son of Robert Southwell, the Vice-Admiral of Munster. He succeeded his fathers office in Munster in 1677, and became Secretary of State for Ireland in 1690. Southwell had also acted as an envoy to Portugal in 1665-8 and undertook missions to many of the German states as well as the Dutch Republic in the 1680s.
