O2 Mobile Telephone Agreement
The Office of Government Commerce (OGC) has approved O2 as a partner for the provision of mobile communications to the Government and has been given supplier status by the Central Computer and Telecommunications Agency (CCTA) under the Government Telecommunications Mobile (Catalist) agreement.
One of the major benefits of this scheme is that we now have four providers of mobile telephones to the University and will be able to accommodate most requests.
The University of St Andrews has chosen to become a partner in this agreement and the Telephone Office can now offer substantial savings for business users of mobile telephones within the University.
If you already use a University owned mobile phone your existing number can be migrated to O2, although we would prefer that new numbers are sought to avoid problems in the future. We are aware that some numbers are advertised extensively and cannot easily be changed. The Telephone Office will be able to give you more information on this aspect of the deal. Personal numbers can be migrated to O2. However, once this has been achieved the number then becomes University property and CANNOT be migrated back to personal use.
New tariffs are shown below. Both options include a hardware credit to the value of £50 (already deducted on prices shown on handset pricing).
NB: There is a minimum 24 month contract when renting a mobile telephone under this contract.

Requests for international roaming, either data or voice, MUST be pre-ordered through the Telephone Office extn 2100, before departure.
Personal calls
When you're making a personal call from a business mobile phone on a Best For Business tariff, you just 'tag' an asterisk to the end of the dialled number. This indicates that the call is non-business, e.g. 01753 564000*, making it easier to identify later. (Business calls from your business mobile phone are made as usual, without the asterisk.) Personal calls are subject to VAT at the current rate.
iPhone 4s is now available from O2 on the OGC tariff.
SIM cards for iPads are now supported by O2.

Headline voice tariff (non iPhone): £2.25 per month. You will be connected to the Best For Business tariff (see O2 OGC Master Document (PDF, 3,104 KB)).
iPhone data bolt-on: £8.33 per month (voice drops to £1 per month). Covers the access to the data service and 1Gb data usage for email and iTunes.
Additional data downloads can be added if required.
Using the iPhone as a "tethered modem": including in £8.33 data bolt on.
Itemised billing is on request to the Telephone Office. All OGC connections are for a minimum of 24 months.

Data Abroad Tariffs (Flexible Monthly) are applicable for a 30 day period irrespective of length of travel.
Users wishing to avail themselves of a data abroad tariff are requested to email teloff@st-andrews.ac.uk at least 48 hours in advance quoting the following details:
- Mobile Number
- User Name
- Dates of Travel
- Destination
A cost centre is NOT required as any rental charges will be costed to the original cost centre given when the mobile telephone was
ordered.
N.B If your travel dates do not exceed the end of a month, it may be worth considering applying a data abroad tariff at the beinning of
the month of travel so that the data bundle is not pro-rata (see below) and the full allowance will be applicable.
Please also note the following:
O2 have informed the Telephone Office that data abroad tariffs contain terms and conditions.
- Additional use over the original limit (called 'overage') is charged at £2.55 per MB (excluding VAT) when in the EU and £6.00 per MB outside of the EU (no VAT applicable).
- Data can be used in any destination.
- There is no rollover of unused data.
- The Roaming Bolt-ons are available on a 30 day rolling term or as a 12 month contract.
- A customer can have two different bolt on's, for example 10 MB and 50 MB, but cannot have two with the same product code.
- If the Bolt On's are added on different days they will have their own contract end dates, they cannot be set to end on the same date.
- If a Bolt On is added during the customer's invoice cycle the charges and allocation will be subject to pro-rata.
An example of a Data abroad 50 tariff (flexible monthly):
Period Request = 19 August to 18 September
50Mb/30 days = 1.7Mb per day (approx)
19 August to 31 August = 13 days @ 1.7Mb = 22.Mb download allowed (approx)
1 September to 18 September = 17 days @ 1.7Mb = 28Mb download allowed (approx)
Any data used above these allowances will be charged at the current rate and not carried over to the second period usage.

Those University staff that use a contract mobile telephone are reminded that use of such hand held devices while driving is illegal and will now attract a £60 fine and 3 penalty points.
If called, whilst driving, and it is safe to do so, pull over at the next convenient stopping point, switch off your engine, and take the call. If you do not wish to take a call whilst driving either switch off the hand held mobile or divert to voicemail.
