Management of Health and Safety at Work

Management of health and safety at work

The Management of Health and Safety at Work Regulations 1999 re-enact the provisions of the 1992 Regulations which are now revoked. The regulations introduced general provisions for health and safety management to implement the European Framework Directive, such as risk assessment and management; health surveillance; use of competent assistance; provision of information for employees; and training.

Under the Regulations the University is required to:

  1. risks to the health and safety of staff and anyone who may be affected (e.g. students and visitors) in order to identify the measures needed to be taken to comply with relevant health and safety legislation. A record should be kept of the significant findings of the risk assessment;
  2. make arrangements for implementing the health and safety measures identified as being required by the risk assessment. Arrangements for planning, organisation, control, monitoring and review will need to be covered;
  3. appoint competent people to help with the implementation of the health and safety arrangements;
  4. establish emergency procedures;
  5. provide written safety information to both employees and students which can be easily understood as well as adequate training and instruction;

The Regulations also place a duty on staff and students to comply with safety instructions and report potential hazards.

Action by heads

By implementing all relevant sections of the University of St. Andrews Health and Safety Policy, Heads will ensure compliance with the requirements of these Regulations.
