Workshop - Governing Decarbonisation: Implementing Transition Policies in Scotland

More info: This is the second workshop of the Governing Decarbonisation in Scotland Programme - supported by the Institute for Advanced Studies and the Scottish Government. The first workshop introduced academic thinking on an energy system transition to decarbonisation, and on how policy for this might work. Experience from the Netherlands and Denmark was explored with the help of international experts. This second workshop will build on the first, but shift the focus onto *practical action and policy making* for decarbonisation in Scotland. The workshop calls for input from policy makers, civil servants, industry and NGOs to be added to the academic ideas. Speakers at this workshop will include *Philip Wright, Head of Climate Change, Scottish Government*. See appended workshop programme for further speakers.

The workshop will first set the scene in terms of the scope for decarbonisation policy given the different *levels of governance* involved: local, Scottish, UK and EU. We will then explore how to make policy to support and evaluate concrete projects that have a potential to support system transformation (as inspired by the Dutch frontrunner experiments presented in the first workshop). To help focus the discussion, this part of the workshop will build on presentations of innovative projects in the area of *local authority and* *community level low carbon energy initiatives*. This will include a presentation of the Sustainable Glasgow project. Finally, we will discuss the style of policy making necessary for a decarbonisation policy based on experimentation and support for innovative projects.
