Professional background

Clare joined the School of Management in November 2012, after completing an ESRC-funded PhD in the Public Management discipline. She was previously based at the Centre for Public Services Research in the Organisation Studies group at the University of Edinburgh Business School, where she has been teaching and tutoring on Undergraduate and Postgraduate programmes since 2009.

She is currently completing a PG Cert in Academic Practice based on those experiences.

Between 2011-2012 Clare worked full-time in the Scottish Government's Strategy Unit, first on an ESRC placement and latterly as a contractor within the internal Consultancy Team. Before her PhD, she interned for 12 months with NGOs active in the fields of youth-led development and international labour rights, with a focus on sustainability and business ethics in the curriculum. She would be happy to speak to students about the role of internships and placements in career planning.

Research Interests

Clare researches the implementation of public policy, specifically inter-organisational collaboration and public service delivery networks. Her recent PhD explored the role of Third Sector organisations in collaborative emergency management, focussing on the implementation and development of the 'resilience' and 'community resilience' concepts in the Scottish civil contingencies community.

She has research interests across the range of governance and Public Management activities - particularly strategic government - and has undertaken projects on e-services and HRM issues such as flexible resourcing and workforce planning.

Clare has been teaching research design courses for a number of years and has research experience in qualitative methods, particularly 'engaged' elite research, knowledge exchange activities, and critical realist approaches. She has a special interest in futures-oriented research and addressing global environmental challenges, such as climate change adaptation.

Clare is a member of the British Academy of Management and the International Research Society for Public Management, and has been involved in the Scottish Government's Knowledge Exchange activities since 2007.
