Mr Andy Goor 
Finance Director

Andy Goor is the Finance Director at the University of St Andrews where he is responsible for leading and developing both long and short term financial plans and strategies along with ensuring financial control is maintained throughout the University.

After graduating with a BA(Hons) in Accounting from Ealing College of Higher Education, he gained an ACMA professional qualification with the Chartered Institute of Management Accountants. Andy has 17 years’ experience within senior finance roles within the healthcare sector across England and Scotland.

In his current role, Andy is responsible for 50 staff within Financial Accounts, Operations, Accounts Payable, Cash Office, Financial Advice and Support (incorporating the Management Accounts and Research Finance Office functions) and Research Business Development and Contracts.

Chief Legal Officer

Chief Legal Officer 

Roy Drummond is the Chief Legal Officer at the University of St Andrews where he is responsible for advising the Principal, other senior management and academic staff on all legal matters, to ensure that the University's legal responsibilities are being properly, effectively managed and discharged.

After graduating with an MA from Glasgow University, Roy went into business for 5 years before returning to university to take his law degree and diploma in legal practice at Strathclyde University.  Roy is a member of the Law Society of Scotland.

Roy has 17 years' experience in private practice with several top tier firms within the legal sector and has represented both public and private sector clients across England and Scotland.

In addition to oversight of the University's legal affairs, Roy provides leadership of the University's Human Resources and the Environmental Health & Safety Services (including Occupational Health).  Within this there is a key task to renew and refresh the University's staff strategy.

Mr Steve Watt 
Chief Information Officer

Steve Watt is Chief Information Officer at the University where he is responsible for leading the Information Technology Unit and for leading technology enabled change across the organisation.

Steve has 16 years of experience within information technology roles, primarily in the higher education sector.  He has also worked in the private sector in manufacturing for Low & Bonar Plc and as a consultant across a range of industries.  He has worked in both Europe and North America.

Steve holds an MBA from Dundee Business School and is a European Engineer, Chartered Engineer, Chartered IT Professional and a Fellow of the British Computer Society.  He joined the University in 2010 to implement a significant change and transformation agenda developed during 2009 following a comprehensive review of central ICT provision.

In his curent role, Steve leads a unit that comprises of around 75 technical and support staff.

Academic Registrar

Mrs Ester Ruskuc
Academic Registrar 

Ester Ruskuc is the Academic Registrar responsible for the services provided by the Academic Registry as well as for the support facilitating Institutional planning. Registry is a key central administrative unit of the University supporting Academics Schools, students, senior management, other units and external stake-holders through the administration of student records, the co-ordination of international partnerships and study abroad, curriculum and timetabling records and the provision of associated reporting.  The Registry is ultimately responsible for the entire student record from application to graduation.

In addition Ester provides advice to senior management about statutory policy changes, target setting and monitoring of student numbers and leads special projects delivering improvements and efficiencies in areas of academic administration.

Ester studied Mathematics and Computer Science; and managed other areas of the University including Cash Office, Financial Accounts, IT Service Desk, IT Development and Registry before becoming the Academic Registrar.

Following the introduction of the joint BA International Honours degree with the College of William and Mary in VA, Ester is a key senior administrative contact for the programme.

Mr Niall Scott
Director of Communication

Niall is Director of Communication at St Andrews where he is responsible for reputation management, media relations, design, print and publications, strategic use of digital and social media, community relations, public consultations, internal communications and the provision of strategic communications advice to the Principal and members of her senior team.

Niall has over 25 years’ experience in media and public relations in the public and private sectors and has advised the University on media relations since 2001. He was appointed Director of Communication in 2008 and currently leads a team of 20 specialist and technical staff.

Mr John Maguire

Director of Estates

As Director of Estates, John Maguire works in a team of 230 staff to manage, maintain, clean and secure the University's stock of buildings, sports fields and gardens.

Spread across 220 acres, the estate has 146 buildings ranging in age and style from the Grade A Listed mediaeval chapel of St Leonard’s in the historic core of the town through to cutting edge science research laboratories on the North Haugh campus

Before joining the University in 2005, John was a Director and board member in of Scotland's oldest firms of Chartered Surveyors based in Glasgow.  With 25 years’ experience as a Chartered Building Surveyor he has worked across the UK for clients in the private and public sector and has also undertaken design and project management commissions for companies in Japan, USA and mainland Europe.
